Overview

Appointment of a service provider for the supply, delivery, installation, configuration, testing, training, commissioning and integration of an integrated access security system (CCTV cameras, access cards, Palm Wave biometric and boom gates) and a web-based visitors’ management system for the Water Research Commission office, including maintenance and support. The project targets security-system integration, ICT hardware and ongoing maintenance, with a budget of R50,000,000. It was advertised 29 May 2026 for online submission via the National Treasury e-Tender Portal, with a compulsory briefing on 9 June 2026 and a closing date originally set for 30 June 2026. Bid validity is 120 days. Note: a later cancellation notice (20 Oct 2026) states the tender was cancelled after evaluation due to non-compliance with mandatory pre-qualification requirements.

Requirements

• Proven capability to design, supply, install, configure, test, train, commission and integrate CCTV, access-control (cards and biometrics) and boom gates, plus a web-based visitor management system; include maintenance and support.
• Compliance: tax obligations (SARS PIN and TCS/CSD as applicable), VAT-inclusive pricing, and registration requirements; no bids from state employees or connected entities.
• B-BBEE: provide B-BBEE status certificate or sworn affidavit; EMEs may submit certificate; ensure sub-contracting rules regarding B-BBEE are observed.
• Security-clearance requirements for staff, COIDA coverage, and a list of personnel with clearance status.
• Evaluation: PPPFA 80/20 (price vs. specific goals); functional/technical criteria plus specific goals; ability to demonstrate product design, installation, configuration, commissioning and maintenance capabilities.
• Contract terms: SLA/maintenance for 24 months post-warranty; payment terms aligned to invoices; confidentiality and IP provisions; dispute resolution and termination rights.
• Documentation: complete bid response in the prescribed format, with originals/signatures and required annexes.
