Overview

The tender seeks a service provider to lease and manage two X-ray baggage scanning machines and two walkthrough metal detectors for WRC’s new office premises for three years. Bid is open to suppliers/lessees of security equipment with capabilities for delivery, installation, calibration, training, maintenance and decommissioning, and who can navigate public-sector procurement rules (PPPFA, B-BBEE, tax compliance, CSD). The contract value is around the R50m budget range.

Requirements

• Experience in leasing/servicing security screening equipment (X-ray and walk-through detectors)
• Compliance: SARS tax PIN, CSD check, B-BBEE status certificate (or affidavit for EMEs), pricing schedule and SBD forms
• Technical/operational: Hazardous Substances Act license for X-ray machines; qualified service personnel; remote operation capability; warranty coverage for the contract period
• Pre-qualification: minimum 3 similar contracts in last 5 years; 3-year maintenance schedule
• Administrative/e Governance: online submission via ETenders; compulsory site briefing; confidentiality and IP provisions; annual performance oversight; end-of-lease decommissioning
• Financial/contract terms: fixed total bid price (VAT included); payments by end of the month on receipt of correct invoices; terms aligned to 3-year SLA
• Evaluation: PPPFA 80/20; 75% minimum functionality threshold; B-BBEE-specific goals
