Overview

Procurement of a panel of three professional service providers for design and implementation of various electrical projects within Victor Khanye Local Municipality for 36 months. Bidders should be electrical engineering consultancies with professional registration (ECSA) and the ability to supply lead, resident and site personnel, plus a geotechnical specialist as needed.

Requirements

• Fully qualified and professionally registered personnel for the project (Lead Engineer, Resident Engineer, Site Supervisor, Geotechnical Engineer) with specified qualifications and registrations (see doc for details).
• Demonstrate managerial capacity, reliability and relevant project experience; provide details of key personnel and allow substitutions only with approval.
• Provide documentary evidence of qualifications and past project experience; include verifiable appointment and reference letters for similar electrical projects.
• Complete and submit all returnable documents and MBD forms; provide full CSD report (not older than 3 months), SARS Tax clearance, and municipal accounts for company and all directors not in arrears >90 days.
• Addresses and accounts proofs: proof of business and director addresses (with acceptable alternative proofs) and associated affidavits if operating from different/alternative sites.
• Compliance with municipal accounts, address affidavits, and declarations of interest; no conflicts of interest; not listed on tender defaulters register; tax compliant.
• Functionality, price and targeted goals evaluation (80/20; minimum 90 functionality points to proceed to PBP), and mandatory presentations.

• Documents to submit: Returnable documents (Schedule 1-8), fully priced Pricing Schedule (C2.1), Form of Offer/Acceptance (C1.1), Part 2 Contract Data, and all MBD forms (2, 4, 5, 6.1, 7.1/7.2, 8, 9); CSD report; SARS Tax Clearance; municipal accounts for company and directors; proof of business/director addresses; affidavits where required.
• Pre-qualifications: CSD registration, Tax clearance, and company/director compliance checks; evidence of non-conflict of interest and good standing with state institutions.
• Briefing: Mandatory briefing on 10 July 2026 at VKLM Main Office (venue per notice). Presentations may be required as part of evaluation.
