TENDER FOR SUPPLY, INSTALLATION, TESTING, TRAINING AND COMMISSIONING OF INTEGRATED SECURITY SYSTEM FOR CENTRAL BANK OF KENYA

Overview

Supply, Installation, Testing, Training and Commissioning of an Integrated Security System for the Central Bank of Kenya. The open national tender covers the supply and installation of an integrated security solution (hardware, software, services) with testing, training and commissioning, as well as related maintenance/annex services per the Procuring Entity’s Requirements. Bidders must be eligible, not debarred, meet country-origin and local-content rules; foreign bidders must source at least 40% of inputs from Kenyan suppliers. JV arrangements are allowed with joint liability and a designated representative.

Requirements

• Eligibility and compliance: follow Public Procurement Act provisions, not debarred; provide JV ownership/control evidence where applicable; tax compliance certificate.
• Local content/origin: foreign bidders must meet 40% national input requirement; provide country-of-origin declarations.
• Tender security and validity: Kes 100,000 tender security; security valid for 170 days from tender opening; tender validity 140 days from closing.
• Joint ventures: JV members liable; JV agreement or letter of intent required; not allowed to submit multiple tenders except as permitted.
• Documentation: Form of Tender, price schedules, evidence of eligibility/qualifications, conformity evidence for the Information System, subcontractors, IP disclosures, etc.
• Pre-bid meeting: mandatory; 24 September 2026; virtual or physical attendance; join via email address for link.
• Submission format: two-envelope approach (Technical Proposal and Financial Proposal) inside a single outer envelope; sealed; submission in Green Tender Box No. 3; no electronic submissions.

• Prepare and submit one original Tender with separate Technical and Financial proposals, plus copies, in the required envelopes; include JV documents if applicable (see ITT).
• Submit by the closing date/time: 5 October 2026 at 10:30 A.M. local time, to Green Tender Box No. 3 at CBK Head Office; late tenders will be rejected (TENDER NOTICE; ITT 24-28).
