Overview

TENDER FOR THE UPGRADE OF FLOOR COVERINGS PHASE 1 AT O R INTERNATIONAL AIRPORT FOR A PERIOD OF TWELVE (12) MONTHS. Airports Company South Africa invites tenders for a 12-month NEC3 Term Service Contract to upgrade floor coverings at OR Tambo International Airport. Bidders must have CIDB contractor grading of 5GB or higher; joint ventures allowed with conditions. A non-compulsory briefing is on 25 September 2026; site inspection is non-compulsory. Closing date is 16 October 2026.

Requirements

• CIDB contractor grading of 5GB or higher (or compliant for JV) (T1.1).
• If JV, each member must be CIDB registered; lead partner must meet 5GB or higher, etc. (T1.1).
• Tax compliance: SARS PIN or CSD number; separate TCS for each JV member; provide TCS or PIN with bid (2.2–2.5).
• COIDA workman’s compensation good standing (Stage 2 mandatory administration) and relevant insurance considerations (NEC C3 data).
• Returnable qualifications: Site Supervisor (Diploma in build environment + SACPCMP), Tiler (Trade Test + OHS), Tiler Assistant (training certificate + OHS) with minimum experience thresholds (4+ yrs, 3+ yrs, 2+ yrs respectively) (Functionality criteria).
• References: at least three recent similar projects; provide client names, scopes, durations, values, and contacts (40 points).
• B-BBEE: provide valid SANAS-certified B-BBEE certificate or sworn affidavit; JV requires consolidated B-BBEE (points allocated per Regulation 2022).
• Functionality minimum threshold: 70/100 to progress to price/preference (see NEC C3 data).
• Price is evaluated on an 80/20 system; specific goals for preference points apply (BCCEE, Black youth/women etc.) with required proofs.
• Insurance, IP, confidentiality, and ethics provisions apply as per NEC3 contract data (NEC C1/C3).
