Overview

Procurement of the investigation, drilling, rehabilitation, equipping, installation, commissioning and handover of groundwater borehole infrastructure for unserved communities in Gauteng and Mpumalanga over six months. Bids require CIDB grading 5CE or higher (or capability to attain prior to evaluation) and delivery across multiple sites (up to 61 boreholes planned; actual allocation on an as-needed basis, up to five boreholes per bidder). Access to bid documents is via the National Treasury e-Tender portal; site briefing is non-compulsory.

Requirements

• CIDB: minimum 5CE or higher; joint ventures allowed with lead partner meeting grading and combined grading requirements. (T1.1, C1.1, C2.1)
• Returnable documents with bid: Test for responsiveness, Pricing Schedule (BoQ), Compulsory Enterprise Questionnaire, SBD 4, SBD 6.1, Resolution Letter authorising signatory. (T2.1)
• Pricing: bid must include Pricing Data; price evaluations use a -20% to +20% tolerance. (T1.3.3)
• Evaluation: minimum 70% functionality; overall points from price (80/20 or 90/10) and BBBEE. (T1.3)
• Submissions: one original bid plus returnables; USB with PDF allowed; bid must be sealed and endorsed with bid number/description. (C2.13.5, C2.13.9)
• Post-award: safety file, performance guarantee, and 12-month defects liability; O&M training and as-built drawings required. (T2.1.4)
