Requirements

• Pre-qualification: the tender is restricted to an EME or QSE that is at least 51% black-owned and BBBEE level 4 or better; must have an operational base in the Cape Town Metro area.
• BBBEE and subcontracting: BBBEE status must be current; points depend on price and BBBEE level; subcontracting more than 25% to lower BBBEE status entities is restricted; for contracts above R30 million, minimum 30% subcontracting to an EME/QSE that is at least 51% black-owned.
• Documentation: must be registered on PetroSA supplier database; upload POPI policy; register/confirm on the National Treasury Central Supplier Database; provide BBBEE proposal; complete the Draft Service Agreement and General Requirements.
• Site access and briefing: attend Scope Clarification Meeting/Site Inspection (28 Sep 2026, 11:00) and submit an Access Permit by 23 Sep 2026 10:00; ID documents required at site.
• Compliance: due diligence may be conducted; PetroSA terms take precedence over any supplier terms.
