Overview

The City of Tshwane invites bids for the long-term lease and development of Council-owned property: Erf 551 Pretoria (HB Phillips Building) and portions of the remainder of Erf 599, Erf 600, portion 1 of Erf 3092, remainder of portion 1 of Erf 601, portion 2 of Erf 602, remainder of Erf 602, 12705 and remainder of Erf 603 Pretoria. Bidders should be experienced property developers/investors capable of lease arrangements and property development, including refurbishment/additional development, under a 90/10 preference system in an Open Tender. The process uses SAP Ariba e-procurement, with a mandatory supplementary hard copy of the submission. Advert period is 60 days; closing date is 16 November 2026 at 08:00. Requirements

• Register on the SAP Ariba Business Network and submit bids electronically; one supplementary hard copy must accompany the electronic submission (identical to the online submission).
• Access bid documents via the Ariba portal link provided in the notice (see attached document: Notice 2 of 2026/27 Website_ (003).pdf).
• Register on the National Treasury Central Supplier Database (CSD).
• Attend the non-compulsory briefing session (9 October 2026, hybrid: Sammy Marks Council Chamber and Microsoft Teams).
• Bids remain valid for 90 days after the closing date.
• Bids are opened/considered through the Ariba portal; hard copies are used only if the online system is unavailable.

How to Apply

• Download bid documents via the Ariba event link (provided in the notice) and register on SAP Ariba if not already done (training sessions are run weekly).
• Register on the National Treasury Central Supplier Database (CSD).
• Submit the bid electronically through SAP Ariba; deposit one supplementary hard copy in the Tshwane House tender box before 08:00 on 16 November 2026.
