Overview

Request for Proposals for Leasing and Development of Land in Qumrha for a period of twenty (20) years is being procured by Great Kei Local Municipality. The municipality seeks proposals from developers, investors and related service providers with capacity in land leasing, development, construction and project management. Proposals will be evaluated under the PPPFA 80/20 framework (price 80, HDI 20).

Requirements

• Bidders must be registered on the Central Supplier Database (CSD) or provide a CSD number.
• Tax clearance status pin.
• Valid Billing Clearance Certificate from local municipality and/or lease agreement; if a municipality debt clearance certificate is submitted as tenant, attach a rates statement.
• VAT registration if turnover exceeds R2.3 million (from 1 April 2026).
• Certified copies of identity documents for directors.
• Certified CK Document.
• Bidders must not be state-employed.
• Completed tender documents and MBDs must accompany submissions; late, faxed, or emailed tenders are disqualified.
• Bidders will be evaluated on a 80/20 PPPFA basis (price 80, HDI 20); the Council reserves the right to cancel the bid and is not bound to accept the lowest tender.

• Briefing: mandatory on 3 November 2026 at 11:00 at Qumrha Town Hall (Request for Proposals for Leasing and Development of Land in Qumrha for a Period of Twenty (20) Years).
• Submission deadline: 26 November 2026 at 11:00 (documented in the notice).
