Overview

Provision of a fully managed Wide Area Network (WAN) and Voice over IP (VoIP) service with Internet access for 36 months (SD-WAN/VoIP) to the Commission for Gender Equality (CGE). Bidders should be providers with their own SD-WAN/VoIP infrastructure, capable of delivering 115 enterprise IP handsets across CGE offices, and able to provide reference projects (min 10 years in service with three letters). The evaluation emphasizes functionality (60 points) and price/preference (20 points), with a 50/60 threshold to pass.

Requirements

• Fully outsourced, managed SD-WAN and integrated VoIP service with central management, monitoring, and support.
• Minimum bandwidth: Head Office 200 Mbps; Provincial Offices 100 Mbps each; Internet must be uncapped, business-grade, and uncontended; support for Fibre/MPLS/hybrid WAN.
• Security: integrated NGFW, Secure Web Gateway, DNS protection, IDS/IPS, ZTNA, end-to-end encryption, secure remote access, and secure SaaS connectivity.
• Cloud and connectivity: Microsoft Azure connectivity; hybrid/multi-cloud readiness; cloud application optimization.
• VoIP: hosted IP PBX with TMS, voice recording, disaster recovery, unlimited internal CGE calls, 115 handsets, and associated features.
• Monitoring and governance: single management portal; real-time monitoring, reporting, and automated alerts; monthly SLA reporting.
• Transition/migration: comprehensive plan to migrate from the incumbent with minimal disruption; governance, training, and complete documentation.
• Bidder capability: proven own infrastructure; at least 3 reference letters; minimum 10 years’ relevant experience; CSD registration; VAT registration and tax clearance.
• Documentation and compliance: adherence to CGE SCM Policy, BBBEE considerations (PPPFA 2022), price adjustments via Annexure 4, and completion of official CGE tender documents (SBD forms, Annexures).
