Construction of 94 houses and municipal civil infrastructure in Groutville Priority 5 Mnyundwini (Ward 9). Suitable bidders include CIDB 7CE+ contractors; EMEs/QSEs or large enterprises that are at least 51% black-owned and registered on the National Treasury Central Supplier Database; bidders must reside in SA and provide local address proof.

Requirements

• CIDB minimum 7CE or higher; NHBRC registration as a home builder.
• Registration on the National Treasury Central Supplier Database (CSD).
• Tax compliance: valid VAT/tax clearance PIN; verify status via CSD.
• Proof of local address within SA (municipal utility bill or ward councillor format affidavit/landlord affidavit).
• Audited or unaudited financial statements with public interest score for past 3 years.
• Original bank rating letter from a registered financial institution.
• Compliance with all tender returnables and Regulation 27(2) of the Supply Chain Regulations.
• Functionality: minimum 60/100 (Locality 20, Methodology 35, Relevant Experience 30, Key Personnel 15).
• Local labour: EPWP requirement to employ local labour within KwaDukuza wards.
• For awards > R4m: 30% subcontract to EME/QSE (51% black-owned, youth within KwaDukuza); for projects > R10m, 1% to a skills development program.
• Defaulters: must not be listed on the National Treasury Defaulters List.
• Certificate of attendance at compulsory clarification meeting and site inspection; valid tender submission.
• Proof of payment of tender fee and compliance with all tender returnables.

How to Apply

• Documents/collection: Tender documents available from 09:00 on 15 July 2026; collection until 15:00 on 06 July 2026 (see attached doc). Non-refundable tender fee of R1517.00; payment at Municipal Finance Directorate or via EFT to KDM Primary Account (ABSA, 4087627126, Public Sector – KZN, ref MN 18-2026).
• Briefing/clarification: Compulsory site briefing on 07 July 2026 at 10:00, KwaDukuza PMU Open Parking, Lavoipierre Building; doors close at 10:00; attendance mandatory.
• Submission: Tenders in sealed envelopes, endorsed with TENDER NO MN 18/2026, placed in the Tender Box at the SCM Municipal Offices, No. 2 Industria Crescent, KwaDukuza, by 12:00 on 21 July 2026; late or electronic/faxed bids not accepted; public opening at submission time.
• Documents to submit: complete all applicable MBD forms, pricing schedules, CIDB/NHBRC proof, tax clearance PIN, bank rating letter, and all other tender returnables as required.
