Overview

The tender establishes a panel of service providers, categorized into lots, for the provision of training, skills development and driver’s licence services to KwaDukuza Municipality for a period of three years. Suitable bidders include training and skills-development providers and driver’s-licence service operators with relevant municipal project experience and requisite accreditations.

Requirements

• 80/20 preference points in terms of the Preferential Procurement Regulations, 2022; proof must be provided for specific goals; minimum 40 points to progress.
• Registration on the National Treasury Central Supplier Database (CSD) and a valid Tax Clearance Certificate; prices must be firm and inclusive of VAT; complete all applicable MBDs.
• Submit a recent municipal account/utility bill (or landlord/affidavit) confirming rates/municipal services; failure to provide leads to non-responsiveness.
• Tender validity period: 90 consecutive days.
• For tenders exceeding R4 million, subcontract 30% to an EME or QSE (at least 51% black-owned) within KwaDukuza jurisdiction; joint ventures with BBBEE entities permitted.
• Compliance with Regulation 27(2) on brand names or equivalents; must pass National Treasury defaulter screening; no canvassing; no bids from persons in the service of state.

How to Apply

• Submission deadline: 12:00 on 11 September 2026; tender opening in public. Also note a compulsory briefing on 25 August 2026 at 10:00 (venue below).
• Submission method: physically in sealed envelopes placed in the Tender Box at the SCM Municipal Offices, No. 2 Industria Crescent, KwaDukuza, Lavoipierre Building, SCM Offices.
• Documents to complete/submit: tender documentation and all applicable MBD forms; prices inclusive of VAT; evidence for PPPFA goals; CSD registration; tax clearance; municipal rates documentation; 90-day bid validity. (see TENDER MN 25/2026 document)
• Pre-qualifications/registrations: CSD registration; valid Tax Clearance; MBD forms; confirmation of municipal rates or exemption; applicable pre-qualification as per MFMA and procurement policies.
• Briefing session: compulsory briefing at KwaDukuza Municipality, PMU Building, Lavoipierre, 2 Industria Crescent, KwaDukuza 4450, on 25 August 2026 at 10:00; failure to attend disqualifies.
