• Local labour EPWP compliance: employment sourced within KwaDukuza wards.
• Municipal utility/rates evidence or exemption letter.
• Bank rating letter required for tenders exceeding R3 million.
• Tender validity: 56 calendar days.
• Defaulter/Restricted status: not listed on National Treasury defaulters list.
• For tenders exceeding R4 million: 30% subcontract to EME/QSE 51% black-owned within jurisdiction.
• Certificate of Attendance at the clarification meeting.
