Overview

VCW seeks a total security solution across multiple regions in Vaal Central Water for a 60-month contract, combining physical guarding (including armed response), centralized monitoring, control rooms, and perimeter security fencing. The award targets experienced security providers capable of delivering Section 1 (Comprehensive Physical Guarding) and Section 2 (Security Infrastructure and Central Monitoring). CIDB 4SQ PE or higher is required for Section 2; bids may cover one or more regions. Locality and BBBEE considerations apply, with preference for firms based in the Free State/Northern Cape and mandatory POPIA/NDA safeguards after award.

Requirements

• Two-part scope: Section 1 physical guarding (24/7, armed response) and Section 2 security infrastructure (central monitoring, control rooms, perimeter fencing).
• CIDB: Section 2 requires 4SQ PE or higher.
• Subcontracting not allowed; bidder must provide total security solution.
• Evidence of relevant experience, including reference letters and award letters.
• Compliance documents: valid Central Supplier Database (CSD) registration, valid Tax Compliance PIN.
• PSIRA registration for key personnel; Control Room Supervisor (mandatory) and Control Room Manager (NQF6, 15+ years).
• Local/BBBEE: points for local offices (Free State/Northern Cape) and BBBEE status; 30% local employment/training and 70% absorption of existing officers as part of evaluation.
• Wages and pricing: rates must comply with minimum wages; prices must cover the full 60-month period and VAT inclusive.
• Tender validity: 120 days from closing, with potential extension of 60 days; extendable per VCW notice.
