Overview

Open tender for the appointment of a panel of service providers for the supply and delivery of information resources and E-resources on an as-and-when-required basis for Mogale City Libraries for a three-year period. Bidders should have experience in information resources and e-resources for libraries and meet standard supplier prerequisites (tax, CSD, B-BBEE, and completion of official bidding documents).

Requirements

• Tax compliance: SARS PIN/TCS, include or submit TCS certificate; foreign suppliers may complete Part B3 questionnaire; provide CSD if no TCS.
• Central Supplier Database (CSD) registration or equivalent documentation; include CSD number if no TCS.
• Complete and submit official Mogale City bidding documents: MBD 1, MBD 4, MBD 6.1, MBD 8, MBD 9.
• Municipal rates/taxes or lease/rental documentation to verify business address; additional affidavits if applicable.
• B-BBEE verification or sworn affidavit for EMEs/QSEs; provide proof to claim points.
• Compliance with conditions: no bids from state officials, joint ventures must provide formation/joint venture documents, bids must be handwritten on official forms, and price must be VAT-inclusive.
• CSR contribution: 2% of contract value for non-Mogale-based bidders (if applicable).
• Evaluation: 80/20 preference with 100-point functionality; minimum 50 points to qualify; target is a panel for 3 years.
• 120-day bid validity period.

• Submission deadline: 8 September 2026 at 11:00; late bids not accepted.
• Submission method: Bids deposited in the Bid Box at the Mogale City Civic Centre, Krugersdorp.
• Documents to submit: all MBD forms (1, 4, 6.1, 8, 9) and supporting documentation; CSD/TCS documentation; municipal rates/lease; JV agreements if applicable; evidence of B-BBEE.
