Overview

Appointment of a panel of training service providers to conduct safety and security (functional) training programmes and workshops for Mogale City Local Municipality employees on an as-and-when-required basis for a three-year period. Bidders should be qualified training/LD providers with capability to run safety and security-focused programmes, deliver on-site/off-site workshops, and meet South Africa’s procurement rules (PPPFA 2022) including B-BBEE considerations and tax/compliance checks (CSD/PIN, etc.). Evaluation uses an 80/20 preference/price split with a 65-point functionality threshold (minimum 36) to qualify for panel placement.

Requirements

• Compulsory briefing session: 24 August 2026 at 10:00, Mayoral Chamber, Krugersdorp (no virtual session).
• Complete and submit the specified bid documents: MBD 1, MBD 4, MBD 6.1, MBD 8, MBD 9 (from CATEGORY 7 revised.pdf).
• Tax and due diligence: provide SARS PIN/TCS and CSD number as applicable; VAT registration status; municipal rates or lease/rental evidence if needed.
• Compliance documents: ensure non-conflicted status (no bids from state employees; declarations of interest; past SCM practices).
• Specific goals for preference points (80/20 system): points for locality (within Mogale boundaries, West Rand, Gauteng), youth, and women ownership; provide proof as required.
• Bids must be on official Mogale City forms, handwritten in black ink; no electronic signatures; no page removal; no late submissions.
• Documents and responses may be requested for verification; consortia/joint ventures must submit joint-venture formation docs.
