Overview

Procurement of a panel of training service providers to conduct financial management and budgeting (functional) training programmes and workshops for Mogale City Local Municipality employees on an as-and-when-required basis for a three-year period. Bidders should be capable training providers with proven experience in functional financial management/budgeting training and must meet standard municipal procurement prerequisites (CSD, tax compliance, BBBEE) and pass a functionality assessment.

Requirements

• Compulsory briefing session: 24 August 2026 at 10:00, Mayoral Chamber, Krugersdorp (no virtual briefing) (see CATEGORY 3 revised.pdf).
• Bids must be on official Mogale City forms, handwritten in black ink; attendance at briefing must be recorded; authority of signatory required for non-sole proprietors.
• Evaluation: functionality 65 points (minimum 36 to qualify); adjudication 80/20 (price vs preference) with PPPFA 2022 rules (80/20 price:preference; specific goals apply as per table).
• Specific goals: Within Municipality 10; West Rand District 6; Gauteng Province 4; Youth 5; Women 5.
• Documents to submit: MBD 1, MBD 4, MBD 6.1, MBD 8, MBD 9; CSD registration report; Municipal Rates/Tax or lease documentation; etc. (see CATEGORY 3 revised.pdf).
• Compliance: Tax PIN/TCS; for foreign bidders pre-award questionnaire; CSD number if no TCS; VAT status as applicable.
• CSR: 2% contribution for non-Mogale-based providers.
• Bidders must not be in the service of the state; comply with GCC and related conditions.
