Overview

Tenders are invited for the appointment of a panel of training service providers to conduct leadership, governance and strategic management training programmes and workshops for Mogale City Local Municipality employees on an as and when required basis for a three-year period. Suitable bidders are training/learning and development providers with proven experience in leadership, governance and strategic management training, capable of delivering to a public-sector client and compliant with South Africa’s procurement rules (PPPFA), tax, and B-BBEE requirements.

Requirements

• Mandatory completion and submission of Mogale City bid documents (MBD 1, MBD 4, MBD 6.1, MBD 8, MBD 9) on original forms (not re-typed).
• Tax compliance: SARS PIN/TCS, with CSD or VAT status where applicable.
• Attendance at the compulsory briefing (24 August 2026 at 10:00, Mayoral Chamber; no virtual session).
• Municipal documentation: current rates or lease/rental proof if no municipal account.
• CSR: 2% contribution for non-Mogale-based bidders.
• Evaluation: 80/20 preference with 65 points for functionality (minimum 36) and 20/points for specific goals (youth, gender, area).
• No bidding by state officials; compliance with standard GCCs (General Conditions of Contract).
