Overview

This tender seeks a 36-month term contract to manage and administer monthly EPWP stipends and related payment reporting. Bidders should be reputable financial service providers with capabilities in uninterrupted payroll disbursement, reconciliation, and stakeholder support, and must meet South African regulatory requirements (FSCA, Bank Act registration if applicable, NCR, SARS TCS, CSD, VAT where applicable).

Requirements

• Full compliance as a financial service provider with FSCA, Bank Act registration (if applicable), NCR, and verifiable company profile.
• Tax and SARS requirements: VAT vendor status if turnover exceeds threshold; provide TCS PIN or CSD number; ensure tax compliance.
• Demonstrated financial capacity and ability to sustain monthly stipend payments and related reporting; appoint a dedicated account manager and RM team.
• Ability to receive DPWI-approved payment batches and disburse stipends to participant bank accounts, with robust verification to prevent duplicate/erroneous payments.
• Submit monthly and quarterly reports, bank statements, reconciliations, and a detailed budget including VAT and management fees; maintain 5-year archival access.
• Provide SLA and risk plan; sign a Service-Level Agreement; transfer of banking data to successor bidder after contract expiry.
• Compliance with PPPFA/PPR 2022, and acceptance of contract terms, including possible contract variations and performance monitoring.
