Overview

Term contract for mechanical and electrical maintenance and full operation of the City of Cape Town’s existing air-conditioning installations at Cape Town Civic Centre, Transport Management Centre, Strand Street Concourse and related facilities. Suitable bidders are HVAC contractors with VRV/all-split, chilled-water HVAC, and Building Management System (BMS) experience, plus SAQCC Gas practitioners and relevant certifications. Contract duration is 36 months (287S/2025/26).

Requirements

• Minimum functionality score of 65/100, with detailed criteria for projects, personnel, and resources (287S/2025/26).
• Qualified personnel: 3 x Certified Installation Electricians; 1 x Certified Mechanical Artisan; 1 x Mechanical Technician (NQF 6); 3 x SAQCC Gas Authorized Practitioners.
• SAQCC Gas Practitioner must be employed by the tendering entity (Schedule F.13B).
• Four LDVs (≤3,500 kg GVM) with supporting proof (Schedule F.13C).
• Good standing with MEIBC or NBCEI; proof attachment or upon request (Schedule F.13D).
• Tax compliance: valid SARS Tax Compliance PIN; separate for each JV; verify via CSD/e-Filing.
• CCT Supplier Database and National Treasury CSD registration; keep updated.
• Compliance with labour and safety regimes: POPIA compliance; Occupational Health and Safety (Health and Safety Plan on request); Labour legislation declarations (Schedule F.13D).
• Returnable documents and corporate governance: Declaration of Interest, Conflict of Interest, Independent Bid Determination, and related SCM compliance (as per Schedule F).
• Additional: bidder may need to support due diligence and provide samples if required (varies with evaluation).
