Overview

This tender is a term contract for pipe replacement using conventional and trenchless methods. Bid candidates should be civil/construction contractors with CIDB 2CE or higher, experienced in pipe replacement and trenchless technologies (e.g., HDD, pipe bursting), and able to satisfy municipal procurement requirements. Registration on the Central Supplier Database (CSD) and CIDB classification are required.

Requirements

• CIDB grading: 2CE or higher.
• Compulsory clarification meeting: 11 August 2026 at 10:00 (in person) – Stellenbosch Municipal Library Hall.
• Registration and compliance: registered on CSD; tax status compliant.
• Tender submission: sealed envelope, hardcopy Tender Document, plus USB (PDF of the whole Tender Document) and Excel Schedule of Rates; English; tender valid for 180 days after closing.
• Evaluation framework: GCC 2015, CIDB rules, SCM Policy, Stellenbosch Preferential Procurement Policy (90/10: Price 90, B-BBEE 5, Locality 5).
• Returnable documents (as per Volume 4): include MBD forms, CIDB and CSD confirmations, and related schedules (e.g., Schedule 10 CIDB, Schedule 9 CSD, Schedule 11 asbestos, Schedule 15 trenchless equipment, etc.).
