Overview

Term tender for the provision of professional services in respect of stormwater infrastructure. The City of Cape Town invites open bids from civil engineering consultancies to provide multi-regional stormwater services under a framework contract, with four regional allocations. Requirements

• Compliance with City SCM Policy and registration on the City Supplier Database and National Treasury CSD; include all required declarations and JV/consortium documents.
• Key Personnel: four civil engineering roles (Project Leader; Hydraulic; Township Services; Structural) must be ECSA-registered (PrEng/PrTechEng) and meet the stated experience criteria; two entirely separate teams are required for consideration for more than one region.
• Minimum functionality score of 60 (out of 100): 50 for Relevant Experience of Key Personnel + 50 for Track Record; fully complete Schedule 11/12.
• Regions and awards: four regions; highest-ranked as “Winner” plus two Alternates per region; framework contract period is 84 months.
• Returnable documents: Schedule 11, Schedule 12; Schedule 13 (Support Resources); Schedule 14 (Professional Indemnity), as applicable. (see T1.2 Tender Data and C2/C3 sections)

How to Apply

• Clarification meeting: 5 October 2026, 10:00, Parow hybrid venue (in person and Teams); email SCM.tenders8@capetown.gov.za for the link.
• Documents and fees: collect from Tender Distribution Office, Civic Centre; hours 08:30–15:00; tender fee R250 (cash or EFT).
• Submission: sealed envelope with tender details, placed in Tender Box 242, Civic Centre, by 26 October 2026 at 10:00; late or non-compliant submissions are not accepted. If too large, follow alternative submission instructions at the counter.
• Registration: bidders must be registered on the CCT Supplier Database and on the CSD (National Treasury).
• Required documents: Form of Offer and Acceptance (C1.1) and all returnable schedules; complete in the prescribed formats. (see T1.1–T1.2 and related volumes)
