Overview

Procurement of the Design and Develop Learning Programme Course training services for 15 officials, including venue, catering and certification, for the Department of Agriculture (Eastern Cape). Suitable bidders are service providers with current ETDP SETA accreditation, relevant training material, qualified trainers, and capacity to deliver a 3–5 day course (plus admin requirements). Refer to the attached bid documents for detailed scope.

Requirements

• Current ETDP SETA accreditation and proof of company accreditation.
• List of training material, toolkits, and daily training schedule.
• Detailed Training Plan and a profile of the trainers (qualifications and experience).
• Trainers with 5–10 prior sessions in Design and Develop Learning Programme.
• Facilitators on site must present valid IDs.
• Evidence of capacity to deliver (venue, break-out spaces, AV equipment, catering with dietary options).
• Bidders must be registered on CSD and LOGIS; tax compliance verified (TCS PIN or CSD).
• Compliance with ECBD forms and related returnable documents; no late/incomplete bids.
• Evaluation includes 60% functionality threshold and 20% for specific goals; 80/20 price-preference framework.

• Documents to submit: ECBD forms (including ECBD1, ECBD3.3 pricing schedule, ECBD4), SBD1 invitation, SBD4 disclosure, and SBD6.1 preference form; pricing in the ECBD3.3 schedule; VAT-inclusive pricing.
• Pre-qualification / registrations: CSD and LOGIS registration; Tax compliance (PIN/CSD); ETDP SETA accreditation proof; joint ventures require joint venture agreement.
