Overview

Terms of Reference for an Individual Consultant – Transit-Oriented Development (TOD) Expert is to recruit an experienced urban designer to provide TOD advisory and technical assistance to Kenya Railways under the Kenya Urban Mobility Improvement Project, for 12 person-months within a 24-month feasibility/FEED and early implementation window. Location: Nairobi, Kenya; engagement: hybrid.

Who should consider bidding: experienced urban designers with TOD and station-area planning expertise, registered professionals, and strong knowledge of land-use, transport planning, and NMT/multimodal integration.

Requirements

• Minimum Qualifications:
• Bachelor’s degree (Architecture, Urban Planning, Economics or equivalent)
• 15+ years in urban design/transport planning/economics
• 5+ years focusing on TOD, including leading TOD studies
• Registered professional with relevant regulatory body
• Land Value Capture experience is an advantage
• Experience and competencies:
• TOD strategy development, station-area planning, mixed-use development
• Knowledge of land-use policies, zoning, planning frameworks for station areas
• Sustainable transport, pedestrianization, NMT, multimodal integration
• Exposure to international practices in rolling stock, signaling, onboard devices
• Strong communication, analytical, leadership and administrative skills
• Ability to advise KR/Project Implementation Team on feasibility/design reports
