TERMS OF REFERENCE FOR THE APPOINTMENT OF A SERVICE PROVIDER FOR THE PROVISION OF SUPPLY CHAIN MANAGEMENT RESOURCES SERVICES ON AN AS AND WHEN REQUIRED BASIS FOR A PERIOD OF SIX (6) MONTHS.

Overview

The National Lotteries Commission seeks a service provider to supply qualified Supply Chain Management resources on an as-needed basis for six months. Bidders should be established SCM service providers with public-sector experience and capacity to fill roles such as Project Lead, Strategic Sourcing Specialist, Senior Buyer, Buyer, SCM Compliance Specialist, SCM Administrator, and Independent Bid Committee Member, with appropriate SCM qualifications and memberships (e.g., SCM degree, CIPS/SAPICS). The contract supports deployment to NLC Head Office (Hatfield) and country-wide as required.

Requirements

• Role-specific qualifications (e.g., SCM degree or equivalent; CIPS/SAPICS or related accreditation; years of public-sector SCM experience per role).
• Compliance: register on the Central Supplier Database (CSD) and provide CSD number; tax compliance with SARS (PIN) and attach tax clearance; POPIA consent; fully completed SBD 1 and SBD 6.1; pricing schedule.
• B-BBEE requirements (certificate or sworn affidavit) and adherence to PPPFA 80/20 evaluation; demonstrate specific goals for black ownership, women ownership, youth ownership, and disability ownership.
• Pricing: Annexure A Pricing Schedule; rates must align with DPSA consultant rate guidelines and be VAT inclusive; firm pricing for contract duration.
• Administrative and governance standards: Sourcing/contracting capabilities, reference letters from public-sector clients, and ability to deploy resources to NLC locations country-wide.
• No briefing session; bid integrity, confidentiality, and anti-corruption obligations.
