TERMS OF REFERENCE FOR THE APPOINTMENT OF A SERVICE PROVIDER TO PROVIDE MEMBERSHIP SUBSCRIPTION FOR ACCESS TO ICT RESEARCH AND ADVISORY SERVICES OVER A PERIOD OF TWO YEARS.

Overview

Procurement of a service provider to deliver a 24-month membership subscription for ICT research and advisory services, including access to a research platform and on-demand advisory support. The bid targets firms with proven ICT research, governance, risk, strategy, and advisory capabilities, able to provide ongoing, evidence-based insights and benchmarking.

Requirements

• Minimum qualifying score of 70; evaluated under an 80/20 framework.
• Registration on National Treasury Central Supplier Database (CSD) with CSD number and report; tax compliance required.
• Returnable documents: SBD Forms 1 and 6.1, company resolution, and proof of priced bid (pricing/delivery schedule).
• If a joint venture, submit a JV agreement; Declaration of Interest (SBD 4); Proprietary Provider Accreditation proof (NLC may verify).
• Online research/advisory platform: short screen video clip (max 5 minutes) demonstrating platform access and features.
• Compulsory briefing: attend the briefing and provide a briefing certificate.
• Compliance: COIDA coverage for employees; POPIA/data privacy compliance; no email submissions; submissions via e-tender portal.
• Language: bids in English.
• Evaluation includes: depth of research library (20 points), analyst team qualifications/experience (up to 15+), delivery/access design (up to 15), past performance and company experience (up to 15), and pricing/specific goals (up to 20). (See TOR for details: NLC2026-016)
