TERMS OF REFERENCE FOR THE APPOINTMENT OF SERVICE PROVIDER TO RENDER CLEANING SERVICES ATClosed

Overview

ETDP SETA seeks to appoint a service provider to render cleaning services at its provincial offices in KwaZulu-Natal, Limpopo, North-West and Western Cape. Bidders should be experienced office cleaning providers able to supply cleaning materials/equipment, perform quarterly deep cleaning and fumigation, and comply with SA government procurement requirements (GCC/SCC). Strong B-BBEE status and tax clearance are required.

Requirements

• Scope and standards: clean boardrooms, kitchens, storerooms; inside window cleaning bi-monthly/quarterly; carpet cleaning/deep cleaning; office fumigation; waste handling; boardroom prep; kitchen appliance cleaning. (Annexures A–D)
• Cleaning materials/equipment: supply items listed in 2.2.1 across offices (e.g., dishwashing liquids, disinfectants, floor polish, towels, bin liners, hoover, etc.). Incomplete provision leads to disqualification.
• Pricing: submit a Pricing Schedule per office with Year 1 and Year 2 totals; pricing must follow the “Costing Model” and not be modified. Include VAT where applicable.
• Compliance: B-BBEE documentation (SANAS certificate or sworn affidavit) and ownership details (e.g., 51% Black-owned; gender ownership, youth, disability breakdown as applicable). Tax clearance certificate required.
• Pre-qualifications: comply with General Conditions of Contract (GCC) and SBD requirements; disclose any connections to state entities; insurance and performance security as specified in GCC.

• Submission deadline: 06 October 2026 at 11:00. Bid validity: 90 days.
• Submission method: follow ETDP SETA’s standard tender process; include completed SBD forms and pricing schedules. (See SBD 6.1 for preference points and SBD 4 for disclosures.)
