Overview

Procurement of a Design and Build (Turnkey) contractor to demolish existing units and construct new prefabricated housing units at the Hawequa and Obiqua Correctional Centres in Allandale Management Area. Target bidders are CIDB 3GB+ contractors with NHBRC registration, COIDA compliance, and a professional team (Architect, Structural Engineer, Occupational Health and Safety Manager); must be CSD-registered and provide supporting JV documentation if applicable.

Requirements

• CIDB: Valid 3GB+ (JV allowed with consolidated grading)
• NHBRC registration: for lead partner if in a JV/consortium
• COIDA or good standing: for each JV member (sole proprietors exempt)
• Letter of intent: to participate in the turnkey solution; 10% performance guarantee required
• Professional team: Architect, Structural Engineer, OHS Manager with active registrations (SACAP/ECSA/SACPCMP) and professional indemnity insurance (min R500,000 per discipline)
• JV documentation: signed JV agreement; authority to sign for JV; replacement during project if key member becomes unavailable
• Administrative: SBD 1, SBD 4, SBD 6.1; Certificate of Acquaintance; CIPC documents; CSD registration; Directors’ certified IDs; Enterprise questionnaire
• Attendance at compulsory briefing; addenda receipt; tender form completion
• Tender validity: 90 days

• Documents to submit (highlights): SBD 1, SBD 4, SBD 6.1, Certificate of Acquaintance, CIPC, CSD, JV docs (if any), Authority to Sign, NHBRC, COIDA, PI insurance letters, compulsory briefing attendance
• Briefing/site visits: compulsory on 04 August 2026 at Hawequa (10:00) and Obiqua (13:00); attendance at both sites mandatory
