Overview

Procurement of Testing, Repair and Commissioning of Transformer at Cavendish A Unit and Georgedale Substation. This is an NEC3 TERM SERVICE CONTRACT tender by Transnet Rail Infrastructure Manager (CRAC DNR 58039). Suitable bidders are electrical/substation contractors with CIDB registration (2EP or higher), and the capability to plan, manage and execute transformer refurbishment and commissioning projects; attendance at compulsory briefing is mandatory. Requirements

• CIDB: registration in a 2EP or higher class (or JV consortia with combined capability) prior to evaluation.
• Compulsory clarification meeting attendance and signed T2.2-01 certificate.
• Functionality min 70 points; overall evaluation: Functionality, Price (80 points) and Specific Goals (20 points).
• Returnable documents: T2.2-02 to T2.2-05 (Project Plan, Previous Experience, Method Statement, Environmental Measures), plus T2.2-10 (Compulsory Questionnaire) and SBDs; B-BBEE evidence; CIDB/ CSD/ Tax clearance; Workmen’s Comp/INS.
• Proof of capability: previous similar work (refurbishment of 3 kV DC traction transformer) with certificates; project plan with lead times; environmental measures; health and safety considerations.
• Other: compliance with confidentiality, anti-corruption and relevant statutory requirements; 25% subcontracting rules apply to B-BBEE, etc.

• Registration: each bidder must register its own profile and log intent to bid; joint ventures may use a lead partner’s profile for the JV.
• Documents to complete/submit: Form of Offer/Acceptance (C1), Pricing Data (C2), Service Information (C3), Returnable Schedules (T2.2-02 to T2.2-05, T2.2-10, etc.), SBDs, CIDB/CSD, Tax clearance, BBBEE, POPIA, and any other returnables listed (see T2 documents).
• Pre-qualifications: CIDB 2EP+; CIDB JV rules; English language tender; no late submissions.
