THALANE WATER SUPPLY PHASE 1

Overview

Construction of Thalane Water Supply Phase 1 in Blouberg Local Municipality (Capricorn District Municipality). Bids are open to contractors with CIDB grading 6CEPE/7CE or higher (joint ventures allowed if combined grading meets the threshold). Bidders must meet EPWP staff requirements, provide tax clearance and a B-BBEE verification, and have labour-intensive supervisory staff. A staff member must have completed the NQF 5 unit standard “Develop and Promote Labour Intensive Construction Strategies.”

Requirements

• CIDB grading 6CEPE/7CE or higher; joint ventures allowed with combined grading meeting the threshold; every JV member CIDB registered.
• Mandatory site attendance and site inspection; provide Site Inspection Certificate.
• Tax clearance and CIDB registration/proof for each JV partner; B-BBEE verification.
• NQF Level 5 Unit Standard qualification for at least one staff member (labour-intensive construction).
• Completion of required bid forms (MBD series) and related disclosures; no two-envelope system; compliance with GCC and CIDB Conditions of Bid.
• Bid validity and governance: 90-day validity; compulsory clarification and evaluation criteria (functionality minimum 70%; preferred point systems).
• Attendance at compulsory briefing and a CIDB/CSD verification process for registration.

• Submission method: Complete bid documents in a sealed package deposited in the Tender Box at 41 Biccard Street, Polokwane (Polokwane offices) or via the specified bid box, no late submissions accepted.
• Documents to submit: Returnable documents and schedules (T2.1 list), MBD 2 (tax clearance), MBD 6.1 (BBBEE), MBD 3.1/3.2 pricing schedules, CIDB certificate, signatories and power of attorney, site inspection certificate, and relevant JV documents if applicable. • Pre-qualifications: CIDB registration (6CEPE/7CE or higher) or be able to register before evaluation; CSD supplier registration; tax clearance; ensure signatory authority and required targets for preferential procurement.
• Briefing session: Compulsory briefing on 26 October 2026 at Blouberg Fire Station, Senwabarwana, 10:00.
