Overview

The ARC seeks to appoint a service provider to develop and implement a digital platforms/dashboard solution for Marketing and Communications (a fully managed SaaS dashboard and collaborative workspace). The contract covers development, integration, support, maintenance, and analytics for ARC’s digital platforms, with real-time monitoring and reporting across multiple channels. Suitable bidders are those with proven experience in digital platforms/dashboard design, collaborative/workflow environments, analytics, and integration with social media, website analytics, email marketing, and media monitoring. Submissions are via PURCO SA; documents require purchase and electronic submission; closing is 06 August 2026, 11:00, with a 180-day bid validity.

Requirements

• Proven experience in Digital Platforms/Dashboard development, Collaborative Workspace, implementation, and ongoing support.
• Ability to deliver a SaaS dashboard capable of real-time monitoring, cross-platform reporting, media monitoring, sentiment analysis, and automated monthly/quarterly reports; integrates with Facebook, Instagram, LinkedIn, X, YouTube, Google Analytics, website analytics, and email/monitoring systems.
• Compliance and documentation: CSD report, SARS PIN, Tax Clearance (TCC), complete and sign all SBD forms; BBBEE certificate or sworn affidavit; JV/consortium documentation if applicable; POPIA/POPIA compliance.
• Pricing and contracting: prices in SA Rand, VAT inclusive, fixed for the contract term; complete SBD 3.3 and Pricing Schedule; 180-day bid validity.
• Subcontracting/JV: max 25% sub-contracting to entities with lower B-BBEE unless the sub-contractor is an eligible EME; adherence to joint venture/consortium requirements.
• Deliverables and performance: fully managed SaaS platform, training, manuals, handover, and ongoing technical support with defined SLAs.
• Evaluation: five-phase process (Admin, Mandatory, Functionality, Presentation, Price/Specific Goals) with a 60% functionality threshold; 36-month contract subject to performance.
