Overview

The appointment of a debt collection agency to recover arrear TV licences for a period of five years. Bidders should be debt-collection providers with SA compliance, including CFDC registration, BBBEE verification, tax status clearance, and relevant TV-licence debt experience. Law firms may bid but must meet mandatory documents.

Requirements

• Mandatory documents (compulsory or disqualifying): proof of valid Law Society membership (law firms), proof of Debt Collector Council membership, proof of Fidelity Fund Insurance (law firms).
• Other documents: SARS PIN, original/certified BBBEE certificate (SANAS), sworn affidavit for EMEs/QSEs on turnover and black ownership, TV licence statement for company/Directors or an affidavit, certified company registration, shareholders’ certificates, IDs, last 3 years financial statements or management accounts.
• Compliance: registration with the Council for Debt Collectors; compliance with the Debt Collectors Act 114 of 1998; BBBEE level maintained/improved.
• Additional: disclose local content percentage (if applicable) and provide certifying documentation.

• Briefing: non-compulsory session on 25 August 2026 at 11:00 (virtual link provided in Annexure A).

• Closing: 07 September 2026 at 12:00.
