Overview

The SANRAL invites bids to appoint a panel of service providers to provide immovable commercial property valuation services for three years. The panel targets PROFESSIONAL VALUERS who are registered with the South African Council for the Property Valuers Profession (SACPVP) and have at least 10 years’ experience (5 years post-registration). Services include market rent, land/property valuation for acquisition, alienation and ennoblement, and related financial reporting, with a maximum of three valuer providers per province.

Requirements

• Professional Valuer qualifications in Property Valuation/Real Estate or equivalent recognized by the Property Valuers Profession Act, with no restrictions.
• Registration with SACPVP as Professional Valuer (PR Val) or Professional Associated (Pr. Aval).
• Minimum 10 years’ experience (5 years after registration); mentorship allowed for younger staff where needed.
• On-site property inspection and delivery of valuation reports, aligned to IVSC standards.
• Use valuation methods such as Comparable Sales, Income Capitalisation, Depreciated Replacement Cost, and Cost Approach.
• Submit signed valuation reports and workings; progress updates within 15 working days when called upon.
• Compliance with tax, CSD registration, B-BBEE requirements, and security/clearance if applicable.
• Two client reference letters for valuation projects in the last 10 years.
• JV/consortium must provide signed agreements and joint responsibilities; separate BBEE documentation for each party.
• Adhere to mandatory forms and returnable documents (list in the tender package).

• Briefing: compulsory virtual briefing on 18 August 2026 at 14:00; request link by email (closing for requests 2 days before briefing); late arrivals disqualified.
• Submission method: hard copy envelope; no electronic submissions.
• Documents to submit: all returnable documents (SBD forms, Form A2–A20 as applicable), CSD registration, Tax Compliance status, B-BBEE documentation, JV agreements if applicable, and proof of qualifications/affiliations.
• Pre-qualifications: self-register on the Central Supplier Database (CSD); SARS Tax Compliance PIN or printed certificate; B-BBEE verification certificate or sworn affidavit.
• Pricing: per-valuation rates by province (immovable properties and greenfield land), inclusive of VAT; pricing must follow the schedule; travel costs excluded.
