Overview

Procurement of a Professional Resource Team to provide construction monitoring up to project close-out for asbestos roof removal and replacement of government-subsidized units in the North West Province. Bidders should be engineering/consulting firms with asbestos remediation, construction monitoring, contract administration and reporting capability for government housing projects, and must meet professional registration and credential requirements.

Requirements

• Mandatory: Registration with the Engineering Council of South Africa (Stage 1A).
• Key qualifications: CVs and proof of registration for lead engineers (Pr Eng or Pr Tech Eng); minimum experience tiers (8+ years = 40 points; 5–8 = 30; 3–5 = 20; 1–3 = 5; 0 = 0).
• Demonstrated ability: past similar asbestos removal/monitoring projects; reference letters and appointment/completion proofs.
• Team and governance: organogram; proven structural engineering capability; assigned qualified professionals.
• Compliance docs: SBD1, SBD4, SBD6.1; COID good standing; CSD registration; tax compliance (SARS/ TCS) status.
• Specific goals: compliance proof (Black Women Owned, Youth, Disabled, Military Veterans, HDSA) with CSD or sworn affidavits.
• Contract approach: two-envelope bid (Volume 1 technical/compliance; Volume 2 financial); original + USB.
• Other: confidentiality/NDA; professional indemnity and works insurance as applicable.
