Overview

The procurement seeks the appointment of a Professional Resource Team tasked with Construction Monitoring up to Project Close-Out for asbestos roofs removal and replacement of government-subsidized units within the North West Province. Bidders should have proven capability in construction monitoring, contract administration, design review, supervision, reporting, and stakeholder coordination on housing/human settlements projects. The team should include engineers registered with the Engineering Council of South Africa (Pr Eng or Pr Tech Eng) and demonstrate relevant housing project experience; must be registered on the CSD, comply with tax requirements, and meet National Industrial Participation and B-BBEE goals as outlined in the RFP. The project covers Ketlengriver and JB Marks Local Municipalities.

Requirements

• Mandatory compliance documents (Stage 1A):
  • Copy of valid Professional Indemnity Certificate (10% of project value)
  • COID Letter of Good Standing
  • CSD Report
  • Completion of SBD1, SBD4, and SBD6.1
• Technical/functional criteria (Stage 2):
  • CVs and professional registrations (engineers; Pr Eng/Pr Tech Eng)
  • Proof of relevant experience (8+ years post-registration; or 3–5/1–3 years for junior staff)
  • Demonstrated prior similar housing/human settlements projects
  • Approach, work plan and methodology
• Pricing and Specific Goals (Stage 3):
  • 80/20 weighting (price vs. specific goals)
  • Proof of specific goals (Black Women Owned, Youth, Disabled, Military Veterans, HDSA) via SBD6.1 documentation
• Other: CSD and tax compliance verification; National Industrial Participation Programme (SBD 5); two-envelope submission; confidentiality as required
