Overview

The appointment of a Professional Service Provider to Update and Maintain Master Plans of the Water and Sanitation Department in order to comply with relevant legislation from date of award until 30 June 2029. Bidders should be professional service providers with water and sanitation planning/engineering expertise, CIDB registration as required, and, for any Joint Venture, a Lead Partner with an ISO 9001:2015 certificate (see ADDENDUM PS-WS 15-2026.pdf). Compliance with tax (TCS/CSD), CIDB and other prerequisites is required. Bid documents are available on the COE website; a mandatory information session will be held on 13 October 2026 at Kempton Park Civic Centre (venue details in the bid documents). The bid value is up to about R50 million with a 120-day validity.

Requirements

• CIDB contractor grading designation in the required category (or higher) as stated in the bid data.
• Tax compliance: provide TCS/CSD status (and MFMA requirements) and ensure separate TCS/PIN for joint ventures.
• ISO 9001:2015 certificate: current requirement for all bidders; for JV, Lead Partner must hold ISO 9001:2015 (see Addendum).
• Central Supplier Database (CSD) registration or Tax Compliance Status (TCS) where applicable; submission of all returnable documents (MBD forms, Form of Offer and Acceptance, etc.).
• Preference points: comply with BBBEE and provide proof if claiming Specific Goal/s.
