Overview

The City of Cape Town SCM invites bids for a rates-based contract to provide due diligence, probity audit and professional services for supply chain management and governance services on an ad-hoc basis. The contract covers Basic (A), Comprehensive (B) and Ad hoc (C) due diligence, with a 36-month term from start date, and a main contractor with up to two alternatives (where possible).

Requirements

• Eligibility and functional criteria including mandatory professional body registrations for lead personnel and SCM specialists; minimum scores for functionality (70/100); and returnable documents (e.g., F.13 series) as specified in the tender (Tender No 20S-2026/27.pdf).
• Compliance with SCM Policy, tax clearance, and non-encumbrance from abuse of SCM processes; conflicts of interest declarations required.
• Pre-qualification: active registration on the City’s Supplier Database and on the National Treasury CSD; Tax Compliance PIN; and proof of active professional registrations.
• Staffing: Lead Partner and key personnel must meet specified professional registrations and experience thresholds; different staff proposed for basic vs. comprehensive DD (Schedules F.13C and related letters).
• Bid integrity: 120-day bid validity; adherence to pricing and returnable documents; site/clarification meeting where indicated (via Teams) (see Tender No 20S/2026/27.pdf).

• Site clarification meeting: 11 August 2026, 09:30–11:30, via Teams (not compulsory but strongly recommended) (Tender No 20S/2026/27.pdf).
• Submit in a sealed envelope to Tender Box 198, Civic Centre, 12 Hertzog Boulevard, Cape Town, by closing at 10:00 on 19 August 2026 (or per attached document) (Tender No 20S/2026/27.pdf). If too large, request alternative submission instructions.
