Overview

The appointment of a service provider to perform fuel line hydrant pressure testing at Chief Dawid Stuurman International Airport. This is a once-off testing service under an NEC3 Term Service Contract. Bidders should have CIDB designation of 1 ME or higher and relevant electrical/mechanical qualifications for petroleum pipeline testing, plus capability to handle hazardous substances.

Requirements

• CIDB contractor grading designation: 1 ME or higher.
• Tax/compliance: provide SARS PIN for verification; if applicable, CSD number; separate TCS for joint ventures; ensure tax compliance otherwise bid may be invalid.
• Pre-qualifications: COIDA/FEMA good standing; proof required with bid.
• Site attendance: compulsory Site Inspection attendance required.
• Insurance: comply with employer-provided insurances plus any contractor-insurance requirements per Contract Data (PI, Public Liability, etc.).
• Procurement rules: PPPFA 80/20 framework for bids ≤ R50m; provide BBEE proof to earn preference points.
• Bid format: no alternative bids; submit on official forms; sign all pages; deviations to be listed in a deviations schedule.
• Documentation: returnable documents must be completed; include pricing data and service information as specified.

• Pre-qualifications to submit: tax/PIN (SARS), CSD number if no TCS, COIDA/FEMA good standing, BBEE documentation; ensure a valid tax clearance status.
• Briefing/site meeting: compulsory site meeting 28 July 2026 at 12:00 at Chief Dawid Stuurman International Airport; bring Original ID, safety boots, reflective vest, and permit fee (R60 per person).
