Procurement of a service provider to source and provide provincial office space for the National Development Agency (NDA) in Eastern Cape (East London, Berea, Beacon Bay and Vincent) for 60 months. The NDA seeks letting agents and property owners capable of identifying premises that meet its needs (approx. 200 m2), with required parking, security, accessibility, and refurbishment arrangements. Requirements

• Experience in office-space management; provide three appointment letters in the last five years.
• Technical plan: detailed project plan with Gantt chart; proposed floor layout ≥200 m2; completion within ~2 months.
• Site criteria: lease premises within 2 km of public transport; accessible to people with disabilities (lift or ramp); 7+1 parking bays plus 2 visitor bays; capacity for partitioning; security (24/7 guard, cameras, doorbell, visitor recording); power backup; fibre readiness.
• Technical conditions: electrical compliance certificate; water backup (jojo tank or equivalent); architectural capacity for partitioning; building grade A or B; insurer’s certificate; two exit/entry points.
• Refurbishment and branding: TI allowance of R1500/m2 (VAT inclusive) and NDA refurbishments funded by landlord; branding/tenant signage; main entrance security gates if public access.
• Compliance: zoning certificate; OHS compliance; insurance; maintenance response within 48 hours; parking labeling; fully functional lift if not ground floor; fibre readiness.
• Procurement rules: registration on Central Supplier Database; SARS tax clearance or PIN/CSD; SBD forms (1, 3.1, 4, 6.1) completed; JV/consortium proof if applicable.
• Specific goals (80/20 or 90/10 system): points for black-owned, EC location, black African women/youth, with local proof required.
