Overview

The Department of Land Reform and Rural Development seeks a service provider to develop the OR Tambo District Municipality Environmental Management Framework (EMF) and an Activity Exclusion Standard over 24 months. This is a consulting/environmental planning tender; the scope requires EMF development, NEMA compliance, and stakeholder engagement to support district planning and environmental authorisation processes (as per the Terms of Reference).

Requirements

• Demonstrable experience in EMF development under NEMA and EMF Regulations; stakeholder engagement across multiple sectors.
• Must register with the National Treasury Central Supplier Database (CSD) and provide the reference on SBD 1.
• Tax compliance: provide SARS Tax Compliance Status (TCS) PIN or a CSD number; separate TCS for any joint ventures/sub-contractors.
• Complete and submit GCC, SBD1, SBD4, SBD5, SBD6.1; sign SBD7 if awarded; comply with 120-day validity.
• Performance security required within 30 days of award (form: bank guarantee/LC or equivalent) and other contract terms as SCC.
