Overview

Procurement of a service provider to rental and refilling of medical oxygen cylinders, and testing and maintenance of the SANPC Refinery Clinic oxygen pipeline system for 36 months. Suitable bidders are medical gas system installers/maintainers with proven experience refilling/servicing oxygen pipelines and cylinders, with relevant safety standards certifications (e.g., SANS 10019, 10228, 10087) and OHSA/PER compliance. Submissions are via email to scm-hr@cefgroup.co.za (see documents). The RFQ is expected to be valued under R50m.

Requirements

• Qualification and certifications
  • Valid SAQA diploma/certificate for medical gas system installer (inspector).
  • Valid SANS certificates for: SANS 10019, SANS 10228, SANS 10087 (from the relevant regulatory body).
• Experience
  • Minimum 5 projects in refilling/servicing oxygen pipelines and cylinders in the last 10 years in occupational health clinics/hospitals (with references).
• Team experience
  • Proposed team must average at least 4 years’ experience in similar work.
• Compliance and standards
  • OHSA Act 85 of 1993 and PER; MGPS design/installation compliance per SANS 7396; related SANS standards (e.g., 347, 10227) referenced in scope.
• Technical/operational
  • Cylinder integrity, gas purity, correct filling pressures, safety inspections, and handling/storage per standards.
  • Delivery logistics: refills delivered within 2 days of order; include training for operators.
• Pricing and scope
  • Fixed yearly pricing for 3 years; inclusive of cylinder refill/exchange and monthly rental per bottle; scope covers central oxygen system testing, pipeline maintenance, and points regulators.
• Documentation and pre-qualifications
  • Complete SBD 1, SBD 4, SBD 6.1; valid B-BBEE verification; Tax compliance PIN; Central Supplier Database (CSD) registration; pricing in a fixed, all-inclusive schedule.
• Evaluation framework
  • Phase 1: Mandatory compliance (qualification/certificates).
  • Phase 2: Technical evaluation (minimum 70%). Experience of company (5 points max; 60%), project team experience (5 points max; 40%).
