Overview

The appointment of a service provider for the refilling of oxygen cylinders, testing and maintenance of the oxygen pipeline system of SANPC Refinery Clinic for a period of 36 months. This RFQ targets suppliers with medical gas systems expertise, including oxygen cylinder refilling, pipeline testing/maintenance, and related safety/regulatory compliance (SAHPRA registrations, SANS standards).

Requirements

• Regulatory/compliance qualifications:
  • SAHPRA registration and relevant professional bodies.
  • Qualification for the medical gas system installer (inspector) with SAQA diploma.
  • Compliance with SANS 10019, SANS 10228, SANS 10087; PER and OHSA framework.
• Experience and capabilities:
  • Five or more projects in refilling/servicing oxygen pipelines and cylinders in the last 5 years (occupational health, clinic, or hospital) with contactable references.
  • Minimum average of four years’ experience on the proposed project team.
• Technical scope and operations:
  • Refilling, testing the central oxygen supply system, and maintenance of oxygen cylinders and pipelines.
  • Compliance with cylinder handling, pressure testing, labeling, storage, and record-keeping requirements.
  • Training for operators, quality assurance measures, and prompt technical support.
  • Delivery readiness: refills delivered within 2 days of order; 22 cylinders of various sizes; proper transportation, storage, and safety practices.
• Pricing and procurement:
  • Fixed price per year for 3 years; all-inclusive pricing (refill and maintenance) including cylinder exchange; detailed pricing Schedule.
  • B-BBEE specific goals (HDI, black ownership, women, youth, disability) apply for preference points.
  • Tax and supplier compliance: SARS Tax Compliance PIN or CSD registration; valid B-BBEE documentation.
