Overview

The Appointment of a Service Provider for the Supply, Delivery, Installation, Commissioning and 10 Years of Support of a CNS Planning Tool. ATNS seeks a vendor to replace its legacy CNS planning system with a tool that can simulate coverage, analyze signal propagation, assess obstacles and EMI/EMC, deploy on-prem or in the cloud, and provide a 10-year maintenance and support lifecycle. Eligible bidders are firms with CNS planning-tool experience and relevant certifications.

Requirements

• Attendance at the Compulsory Briefing Session (27 Oct 2026 closing, briefings on 28 Sep 2026).
• Track record: minimum one reference letter for deploying a CNS Planning Tool in the last 10 years, including product name/model, client letterhead, contact details, dates; OEM endorsement if needed.
• Simulation accuracy: evidence comparing predicted vs. actual coverage for at least one C/N/S facility.
• Compliance documents: SARS Tax Clearance PIN; CSD registration (or proof of application); BBBEE or sworn affidavit (EME/QSE); CIPC documents; shareholder IDs; Declaration of Interest; Invitation to Bid; SBD 3.2 pricing schedule; SBD 6.1; CIDB/OEMS accreditation as applicable.
• System demonstration readiness: Stage 4 via Microsoft Teams with full demonstration of all required functionalities; must achieve 100/100 points to progress (non-submission deemed non-responsive). (See Volume 1A document)

• Submission method: online via National Treasury e-Submission (e-Tender) system; hard copies accepted only if required by the portal (three parcels: Administrative/Mandatory, Functionality, Price/Goals).
