Overview

Procurement of a service provider to deliver Transaction Advisory Services for a logistics infrastructure project (circa R400m). This call targets experienced Transaction Advisory firms with project finance/infrastructure restructuring expertise and the ability to meet IDC’s governance, compliance, and reporting requirements. Note: participation requires signing and submitting the Non-Disclosure Agreement (Annexure 9) by 08 June 2026 and attendance at a compulsory briefing.

Requirements

• Minimum of 5 years’ experience in transaction advisory, project finance, or infrastructure restructuring; provide company profile and at least five client references.
• Demonstrate a clear methodology with deliverables, milestones, stakeholder engagement, and a resource plan; include CVs for key personnel.
• Registered with relevant bodies (FSCA, SAICA, IRBA, CBE/ECSA) with proof of registration.
• Valid professional indemnity insurance certificate (limits and expiry date to be stated).
• Tax compliance status and CSD registration; separate TCS/PIN for each consortium/JV, if applicable.
• B-BBEE: valid certificate or sworn affidavit for EMEs/QSEs; detailed BEE Commitment Plan.
• Complete Annexures 1–8 and Schedule 3 (Section 2 response) and Schedule 4 (Price), plus Annexure 9 NDA.

• Evaluation path: Phase 1 compliance (CSD, tax, documents); Phase 2 technical/functional (mandatory requirements; experience, methodology, team with weights 30/35/35); Phase 3 price and specific goals (80/20); Phase 4 objective criteria (risk, financial capability, past IDC performance).
• Project timeline: 6 months from award, with stages including diagnostic, reconfiguration, approvals, and post-execution close-out; monthly progress reports and fortnightly engagements.
