Overview

The appointment of a service provider to conclude township establishment application for the Musina-Makhado Special Economic South Site. The successful bidder should be a town and regional planning practice, SACPLAN-registered, able to lead the township establishment process across the Mopani MPTs, with demonstrated project experience, professional indemnity insurance, and robust governance (CSD/TCS, signatories, JV paperwork as applicable).

Requirements

• Town and regional planning service with SACPLAN-registered principals; supervise work by a registered professional planner (minimum 51% ownership/control).
• Proven experience: up to five contactable references with final professional fee value ≥ R5 million (incl. VAT) per project; include completion certificates or client letters.
• Proof of Professional Indemnity (PI) Insurance; provide certificate.
• Tax and supplier eligibility: SARS PIN or CSD number; CSD printout or equivalent (VAT/status and current tax compliance).
• Returnable documentation: completed official forms (SBD 4, SBD 6.1, Form of Offer/Acceptance, etc.) and all attachments including board resolutions and JV/consortium agreements where applicable (see Annexure A–C in TOR).
• Signatories: board resolutions authorising signatories; where in JV/consortium, additional resolutions for each partner.
• Compliance checks: no fronting/collusion; consent to supplier due diligence; contract when awarded will include an SLA (Service Level Agreement).
• Specific minimum professional prerequisites and documentation for tendering entities (including proof of registration in relevant built-environment professional bodies).

• Pre-qualification and evaluation: functionality thresholds apply (minimum requirements, including at least five relevant references with a ≥R5 million professional fee).
