Overview

The procurement is for the appointment of a service provider to conduct forensic investigations into material irregularities for a 12-month period. Target bidders are forensic investigation specialists capable of planning, executing investigations, delivering reports (planning, progress, inception, final deliverables), providing post-investigation support and testimony, and operating within public-sector SCM requirements.

Requirements

• Proven capability to conduct forensic investigations into material irregularities and provide investigative planning/methodology, progress reports, inception reports, and post-investigation testimony support.
• Tax compliance: provide SARS Tax Compliance Status PIN (or CSD number if no PIN) and meet SARS/E-Filing requirements.
• BBBEE: include a BBBEE status level verification certificate or sworn affidavit (for eligibility to claim points).
• Completion and submission of official bid forms: SBD 3.1 Pricing Schedule (Firm Prices), SBD 4 Bidder’s Disclosure, SBD 6.1 Preference Points Form, and contract forms (SBD 7.2).
• Compliance with PFMA SCM provisions; bids must be sealed and delivered by the stated deadline and on the official forms.
