THE APPOINTMENT OF A SERVICE PROVIDER TO DESIGN AND PLACE RECRUITMENT ADVERTISEMENTS IN THE MEDIA, AND TO RENDER A RESPONSE HANDLING SERVICE FOR THE DoA FOR A PERIOD OF 36 MONTHS.

Overview

The DoA seeks a service provider to design and place recruitment advertisements in the media and to render a response-handling service for the DoA for 36 months. The contract covers national and provincial ads for posts and internships, translation into official languages, and a centralized application response process with strict SLA-driven timelines and reporting.

Requirements

• Team Leader: NQF 7 in HR; 4 years HR experience and 5 years in project management.
• Technical team: roles in Communications, Record Management, HR Recruitment, Public/Administration, and IT (NQF 6 or equivalent) with relevant years’ experience.
• Experience: at least 3 completed projects in advertising and response handling (last 10 years) with client references.
• Capacity: office in Gauteng with ability to establish presence in all provinces within 21 days.
• Operations: translation into all official languages, weekly/monthly status and media analysis reports, a position-by-position database, and responsive handling of inquiries.
• Process specifics: adherence to SLA, delivery timelines (e.g., posts responses within 7 working days; internships within 30 working days), and clearly documented procurement and invoicing processes.
• Compliance: mandatory briefing attendance, registration on CSD with reference numbers on SBD1, use of SBD 3 pricing schedule, adherence to GCC with annexed SCC where applicable, tax clearance.
• Pricing: disclose service fees per media (Annexure A – Pricing Schedule) and include response-handling cost per application; provide monthly cost breakdown and tear sheets.
