Overview

The RFQ seeks a service provider to develop a Stakeholder Participation Strategy (and brochure) to support the development / revision of SANParks management plans. Bidders with proven experience in stakeholder engagement, policy/strategy development, brochure design, and project management should apply to deliver: the Stakeholder Participation Strategy for Management Plans, an electronic A5 brochure, and a park stakeholder participation strategy template, over a maximum 12-month period. Submit before the closing date of 21 October 2026.

Requirements

• Proven experience in stakeholder participation, policy/strategy development, and brochure design.
• Outputs: SANParks Stakeholder Participation Strategy for Management Plans, park-level participation strategy template, and an electronic A5 brochure (print-ready and web-uploadable).
• Compliance: SBD forms (SBD1, SBD3.3 with pricing on letterhead, SBD4, SBD6.1 with B-BBEE proof, SBD7.2 Contract); Tax compliance (SARS PIN/TCS) or CSD registration; CSD number if no TCS; POPIA compliance; OHS acknowledgement.
• Governance: Central Supplier Database registration; not a state employee; provide documentary proof for all claims.

• Documents to submit: Technical proposal (methodology, team, work plan, client references), financial proposal (detailed costs, days, rates, disbursements, VAT), CVs, references, fully completed SBD forms (1, 3.3, 4, 6.1, 7.2), pricing schedule, proof of CSD/SARS PIN or TCS, BBBEE documentation, and any required documentary proofs for previous projects.
• Pre-qualifications: CSD registration and tax compliance (PIN/TCS) proof; POPIA compliance; OHS acknowledgement.
• Briefing/Inception: Milestone 1 includes an in-person inception meeting; venue: SANParks Head Office, 643 Leyds Street, Muckleneuk, Pretoria (see RFQ document).
