Overview

This tender seeks to appoint a PSIRA-registered service provider to provide security guarding services for SANBI at Kirstenbosch National Botanical Garden for a period of three years. Bidders must be PSIRA-registered security companies (Western Cape), capable of 24/7 guarding, with induction and equipment as specified. Requirements

• PSIRA registration for the service provider and for key personnel; valid throughout the contract.
• Central Supplier Database (CSD) registration or SARS Tax Compliance Status (PIN) with proof; SARS e-filing options.
• COIDA: letter of good standing; ongoing COIDA compliance.
• Public liability/insurance: minimum R5 million per claim.
• Health and Safety policy and training plan; OHSA compliance; on-site SHE files.
• Annexure D pricing schedule; wage provisions aligned to PSIRA sectoral determinations (include 9% annual wage uplift for years 2–3).
• Five reference letters from at least three separate clients, plus track record and CVs for Site/Project Manager and supervisors.
• Western Cape operating office proof; PC/ICT, control room, radios, vehicles, and other security equipment as specified.
• SBD forms completed; compulsory site briefing certificate; SLA envisaged (Annexure F).

• Compulsory briefing: 31 July 2026, 11:00, Kirstenbosch Old Mutual Conference Centre (Gate 1). Cut-off for enquiries: 14 August 2026, 12:00.
• Submit one sealed original bid pack (technical and financial) plus one USB, to the Bid Box at Biodiversity Centre, PNBG, Brummeria, Pretoria (or by post to SANBI SCM Deputy Director, P.O. Box X101, Silverton). Emailed/faxed submissions are not accepted.
• Documents to submit with the bid include: CSD report, PSIRA certificates (SP and staff), ICASA/PTT arrangements, WC Province address proof, COIDA letter, Health & Safety policy and training plan, liability insurance, SBD forms, site briefing certificate, pricing (Annexure D), company profile, financial statements, CVs, reference letters.
• Evaluation: Stage 1 functionality (minimum 70/100) followed by Stage 2 price (80/20, with 20 for specific goals: 10 Black Ownership, 10 Female Ownership). The SLA will be negotiated (Annexure F). Site inspection may be required (Kirstenbosch TS.pdf).
