Overview

The Department of Land Reform and Rural Development invites a service provider to render cleaning and hygiene services for the KwaZulu-Natal Deeds Registry and Office of the Surveyor General for 36 months. Suitable bidders are cleaning/hygiene service providers capable of staffing 16 personnel (2 supervisors, 14 cleaners), supplying all equipment and consumables, and meeting compliance requirements (COIDA, tax, CSD/TCS). Requirements

• Staffing and site scope: 16 total staff (2 supervisors, 14 cleaners) for a building ~12,555 m2 across multiple floors.
• Deliverables: provide all cleaning equipment, hygiene dispensers, consumables; lease/hire cleaning and hygiene equipment as per annexures.
• Pricing: fixed prices for 36 months; wages aligned to Sectoral Wage Determination with allowances; include all benefits ( UIF, COIDA, SD Levy, Provident Fund, etc. ).
• Compliance: COIDA letter or good standing; Public Liability insurance min R2 million; Tax compliance (SARS PIN) or CSD number; authority to sign and bank details.
• Tender framework: complete and submit all SBD forms (SBD1, SBD3.3, SBD4, SBD6.1) and related supplier docs.
• Preferences: 80/20 system with HDI, female, disability, youth, locality goals; provide proof as required.
• Sub-contracting: HDI-related rules (limits on subcontracting) apply.
• Mandatory requirements: listed in terms of reference (COIDA letter, insurance, etc.).
